Based On The Research Of The Forestry Subsidy Policy Forest Insurance System Performance

A new round of forest insurance pilot work in our country, combining the characteristics of the forestry development and the characteristics of China’s national conditions, to forest insurance give financial premium subsidies, to actively promote the implementation of forest insurance.This article adopts the method of field investigation, the distribution of the municipality in the capital of hunan province nine towns,2 milford,2 streets; Pingjiang xian 17 town,12 townships 169 different forestry managers’ cognitive, forest management, forest insurance of insurance benefits, the role of forestry subsidy, the investigation of forest insurance influence factors, adopts the method of qualitative and quantitative, analysis based on the forestry subsidy policies of insurance system of the implementation of the performance. Using analytic hierarchy process (ahp), from the forest insurance system economic benefits, social benefits and ecological benefits of the three aspects:the selection of 16 indicators established based on the forestry subsidy policies of insurance system for the implementation of the performance evaluation index system, build based on forestry subsidy policy forest insurance system performance evaluation model, and by the municipality, pingjiang xian forest insurance policy implementation, the performance evaluation model for validation. The results showed that:(1)The level of forestry operators on forest insurance cognitive and cultural quality of the correlation degree is higher, obtain the sources of forest insurance knowledge is given priority to with traditional way, forestry subsidy of obvious effect on forest insurance premiums for process.(2)Forestry subsidy lever is adjusted to the development of forest insurance and realize the regional interaction between the flow of forest insurance resources and configuration; Forestry subsidy policies on forest insurance subject income, maintain stable forest income effect; Strengthens the forestry investment subject, and related personnel of asset protection consciousness and the forest assets responsibility consciousness of the management.(3) The municipality, Zixing city Pingjiang xian forestry output growth rate17.90%、14.20%, respectively 13.2%,14%,the growth rate of investment in forestry, disposable income, employment opportunities increase rate of indicator elements that influence the social benefits of forest insurance is larger. And for the growth of awareness of the risk of forest, the forest resources protection is more considerate.Based on forestry subsidy policies of forest insurance evaluation model is operable, the forest insurance mode combines the characteristics of forestry development in China, to fit the needs of the current development situation of forestry in China. Its policy of comprehensive benefit is obvious. Every subject, forest of forest insurance revenue growth with the development of forest insurance the greater economic growth; On the stability of the forest, forest insurance compensation provides guarantee; Forest ecological benefits to expand as a whole. And widen access to forest insurance related publicity channels, and improve the forestry managers risk consciousness and so on can along with the gradual improvement of forest insurance, which in turn promote the development of forest insurance. Based on the forestry subsidy policies of forest insurance policies can be sustained and healthy development.
