Study On The Forestry Ecological Economic Policy Effect Evaluation In Anhui Province

With the development of economy,ecological environment construction and protection attracts more and more attention from all sectors of society.How to promote the coordinated development between ecological protection and social economic development,become a common problem in the world.Forestry is a basic industry of the national economy,which provides the necessary timber and forest products for both people’s daily life and social economic development.At the same time,forestry is an important public welfare undertaking,of which the status and function become more and more prominent in the economical development.Besides,forestry plays an important role in improving the ecological environment and promoting social stability.In order to better promote the coordinated development of forestry economy and ecology,on the basis of the modern forestry theory,ecological economics theory and public policy theory,this paper mainly studies the related forestry ecological economic policy of Anhui province.Built on the practical status forestry ecology in Anhui Province Economic Development,public policy evaluation theory,and building evaluation index system,this paper analyzes the actual effect brought by the implementation of the relevant forestry policy in Anhui Province and studies the effectiveness and limitations exists in the economic development of forestry ecological.This paper is divided into six chapters: the first chapter is the introduction,which briefly introduces the research background and significance,the domestic and foreign research review and so on.The second chapter is related to the introduction of the concept and theoretical foundation.It defines the basic concepts and respectively introduces the externality theory of ecology economy coordinated development theory,ecological economics of forest and related policy evaluation theory,provides theoretical study for the following policy evaluation.In the third chapter,the author sorts out the current forestry ecological economic policy of Anhui Province.As far as the basic situation of forestry and the specific forestry policy in Anhui Province are concerned,forestry ecological construction and the coordinated development between economy and ecology have been paid more attention in the process of policy making.The fourth chapter is the empirical analysis of the effect of forestry policy in Anhui province.Under the guidance of the theoretical and practical basis,the author selects related indicators and constructs the evaluation system from ecology,economy and society and makes a comprehensive evaluation of forestry ecological economic policy in Anhui province.The analyzed result shows that the implementation of the relevant policies of forestry ecological economy in Anhui province has obvious achievement.However,the level of forestry economic benefits increase quickly,but the ecological and social benefit is relatively backward.The fifth chapter is the analysis to the limiting factors in the implementation of the forestry ecological economic policy in Anhui province.Through the theoretical analysis of the factors influenced by public policy,the authors thinks that the deep-seated problems are the limited natural resources,the low management level,the lack of human resources,the deficient policy itself,etc.The sixth chapter constructs the policy system to promote the development of forestry eco economy in Anhui province.Based on the previous analysis of the forestry ecological economic development,this paper finally puts forward the corresponding policy recommendations.
