Together with the development of environmental protection in China since the opening of economic reform, Fujian has made progress in constructing the environmental human resources. However, Fujian is still facing serious challenges of environmental protection and requires more professional environmental human resources.This thesis researches on the development and key issues of environmental human resources in Fujian. Through visiting and interviewing13provincial-level and9municipal (or prefectural) environmental protection agencies, this thesis provides an overall investigation of the status quo of the environmental human resources development in Fujian, including the development of institutional arrangement for environmental protection, the composition of environmental human resources, the training and promotion programs, and the environmental personnel system. Through literature research, field investigation, and statistical analyses, this thesis analyzes the gap between the current environmental human resources in Fujian and the need for its socioeconomic development from the perspective of public human resources organization, identifying the key problems in current management of environmental human resources and providing recommendations to improve the management in Fujian.This thesis includes five parts:Part One clarifies the object and significance of the study, reviews current researches, and introduces the research ideas and methods;Part Two, clarify the concept of environmental professionals and defined the scope of this study. Construct theoretical framework of this paper, frames the theoretical foundations for this study, including the development and management of public organizations of human resources, incentive theory, and responsibilities of the principles of human under the guidance of scientific development;Part Three analyzes the status quo of the development and management of Fujian environmental human resources, and identifies the gap between the current environmental human resources and the target for the ecological civilization construction in Fujian;Part Four applies the human resources management theory to identify the key problems in Fujian’s environmental human resources management and analyze the reasons behind these problems, including the inconsistencies between the total amount of talent and the increasing in workload, personnel structure and content of the work, research talent and the need of environmental technology and so onPart Five provides recommendations, we must further strengthen personnel support to improve staffing, increasing the total amount of talent, strengthen environmental supervision and law enforcement, monitoring and scientific research personnel, strengthen the talent evaluation and incentive mechanisms to strengthen the shortage of talent introduction, optimize personnel structure, establish and improve the talent training mechanism and so on. Combined with the national ecological demonstration zone civilization and reforming institutions, we must further reform of the existing performance appraisal system, and vigorously promote the reform of institutions.
