However, with the rapid development of economy, it appears a lot of problems, such as the unreasonable structure, uncertain leading industry and the environmental pollution problems. What’s worse, since the technology couldn’t keep the pace with the development of the marine industry, which results in the low resource utilization problem. These problems limit the development of the traditional marine industries, so industries should be upgraded urgently. In the process of industrial upgrading, it should overcome a series of difficulties. The limitations of marine resources and the relative backwardness of science and technology are the biggest factors that restrict the growth of marine industry as well as the scale of the industry also restricts the industrial upgrading. So in the process to promote the growth of traditional marine industries, it should learn the experience of other countries, especially the countries with powerful marine industries such as United States, Japan, and Korea. The energy reserves policy and high-tech industry development strategy have its success cases which worth us to learn, while Japan and Korea all develop its insurance policy and sustainable development strategy that used to promote the traditional marine industries, these means are good for ensuring the development of traditional marine industries. Learning from international experience combined with the development status of the marine industry in Shandong Province, and adhering to the the general guiding ideology can work out an intensive, large-scale road to enhance traditional marine industries:form the large-scale industrial clusters by the ways such as promoting industrial structurerationalize, consolidating efforts to support scientific and technological research and development, establishing specialized industrial base, and increasing production diversity.The upgrading of traditional marine industries can not do without the support and protection of the national policy.
