In the new stage of the new century, based on the background of the societymoving quicker and the blue economic zone construction started, Shandong Province,which has developed convenient traffic network facilities, cheap labor resources, beenrichly endowed location conditions by nature, is facing a broader development.Shandong is a province with a large population, on the verge of about150000squarekilometers ocean area. Along with the shortage of the land resources, the expansion ofthe social demands and the land ecological deterioration, it has been a long time sincepeople casted their sights on ocean, marine industry has been developing rapidly.In2011, marine economic output was830billion yuan in Shandong, ranking second inthe country, with an annual growth of16%, Shandong has become one of thedeveloped marine economic province in China. However, in the process of marineeconomic development, due to the development and utilization of marine resourcescaused serious ecological problems, many marine resources supply were close tooverload, marine ecological environment has been damaged to a great degree,sustainable regeneration of marine resources loss accelerately, marine resourcessupply constraints to the ocean economy demand has appeared.Under this background, relying on the theories and methods of the industryeconomics, resource economics, oceanography, synergetics, sustainable development,through a clear category, classification and status of marine resources, this articleelaborates the marine resources carrying capacity and optimal allocation，interpretsthe marine resources security theories，clarifies the supply level of marine resources inShandong Blue Economic Zone. Based on the complete theory framework,determines the resources obstacles facing by marine industry development inShandong, uses the quantitative evaluation to find out marine resources carryingcapacity of Blue Economic Zone, estimates the marine resources security level,finally builds the security mechanism for marine resources sustainable supply in Shandong Peninsula Blue Economic,so as to provide the help for easing thecontradiction between marine economic growth and the exploitation of marineresources, and lay the foundation for the realization of marine economic sustainabledevelopment in Shandong Peninsula Blue Economic Zone.The main research contentsare as follows:1.The theories for Marine resources security of sustainable supply.The paperdefines the concepts related to the marine resources, summarizes the types, functionsand strategic positions of marine resources, using the methods of induction anddeduction to analyse the characteristics of the marine resources, introduces the safetytheory, external economic theory, the bearing capacity of hierarchical theory.2.The quantity and development situation of marine resources in Blue EconomicZone. The results showe that:(1) Marine industry GDP growed10times in12yearsin Blue Economic Zone, with an average annual growth rate of22.86%. theproportion of gross domestic product rise to17.7%by original8.64%, showing astrong momentum of growth;(2) the marine industrial competition advantage indexrise to24.73by original8.61in Blue Economic Zone，after Shanghai city (70.23),Jiangsu (28.51) and Guangdong Province (26.21);(3) marine industry locationquotient wandering in between0.9-1.1, reached1.13in2011, second only to Tianjincity (1.83), Shanghai (1.93), Fujian (1.69) and Hainan (1.87), suggesting that theregional marine industry has reached a high level of specialization, marine industry isalready showing signs of better cluster;(4) over the same period, the proportion ofblue economic zone of marine second industry rose from17.9%to49.3%, marine’sthird industry proportion increased from10.4%to43.9%. marine ’s one, two, threeproduction pattern evolution from "one two three" to "two three one", althoughmarine third industry has more than second industry trends, but still the secondindustry as the leading, the overall reliance on marine resources is still strong;(5) themarine industrial structure entropy overall increased situation, showes that the marineindustrial structure is diversified, but its main marine industrial structure is stillrelatively single.3.The evaluation of marine resources carrying capacity in the Blue Economic Zone. As the core part of the thesis, firstly, uses the pressure state response (P-S-R)model to construct the evaluation index system of ocean resources carrying capacity;Secondly, uses the entropy weight and analytical hierarchy process(AHP) to calculatethe index weight; Then, based on the the fuzzy matter-element evaluation modelevaluates, the marine resources carrying capacity in Blue Economic Zone of2000-2011, identifies the stage of the marine resources carrying capacity in BlueEconomic Zone, finds out that the stage is close to overload; finally, analyzes theevolution of the marine resources carrying capacity, combines with2in conclusion,points out the dilemma for the marine resources to bear existing marine economicdevelopment.4.The construction of the marine resources conversion model in the BlueEconomic Zone. According to the resource bottleneck facing the marine resources andmarine economic development in the Blue Economic Zone, from the perspectives ofpotential demand of sustainable supply, lack of protection for marine resourcesassociation effect, expounds the marine resources security consequences ofsustainable supply, puts forward the general ideas and basic principles of marineresources security system constructing targets: premise that in the maintenance ofmarine resources, to reduce the number of different kinds, improve marine ecological environment condition, improve marine resources renewable ability, at the same time,depends on the progress of science and technology, great exploration potential ofmarine resources, to regulate the marine resources optimal allocation of the marketmechanism, promoting marine industrial structure and production efficiencysignificantly upgrade.6.The construction of security mechanism for marine resources sustainablesupply in Shandong Peninsula Blue Economic Zone.
