Study On Ecological Efficiency Evaluation Of Shandong Peninsula Blue Economic Region Based On Data Envelopment Analysis

Along with the deepening industrial economy in China, there are increasing contradictions between economic development and resource environment. Nowadays, in order to realize the sustainable development, eco-efficiency has become a hot issue. The concept of eco-efficiency was proposed on industry level, the current researches about eco-efficiency are mostly based on qualitative research of the industrial park or a certain industry. There is less quantitative research on the measurement and evaluation of eco-efficiency, especially in regional level which is just unfolding.The Shandong Peninsula Blue Economic Zone should be a leading area for the sustainable development and launch the research on regional eco-efficiency, which can provide scientific basis for the coordinated development of the regional economy and the resources. Peninsula blue economic zone does have comparative advantages in aspects of geographic, economic and technology, but there is a need to constantly improve the industrial system. Although the government improved the condition of resource environment through recruit business, processing emissions standard and innovative green industry encouragement, economic zones is still facing double test of excessive exploitation and utilization of resources and worsening regional ecological environment.Based on DEA and Malmquist index analysis, the average level of eco-efficiency in2008and2012is efficient, there is a decline in2011due to the strategy of Blue Economic Zone. The further decomposition shows that technology progress is main power to promote the growth of eco-efficiency, while the bottleneck factor is comprehensive technical efficiency and pure technical efficiency. What’s more, Eco-efficiency level difference between cities in Peninsula Blue Economic Zone is bigger, eco-efficiency in Weihai and Dongyin is in a leading position, Rizhao’s eco-efficiency is much lower than the level of Blue Economic Zone. The suggestions include:Forming the radiation development pattern from the score to the periphery, to keep the higher eco-efficiency cities as the score; Keep the key industries as the core to get the integration of industrial chain and build energy saving industrial system in Blue Economic Zone; Improve the technological progress, the rational allocation of resources to improve the scale efficiency, and improve the industry concentration to develop the modern industry system.
