| Cultivating and developing marine strategic emerging industry is the inevitable choice for China to accelerate marine industry structure upgrade, scientifically and reasonably exploit marine resources, occupy advantageous position of marine high-tech. However, due to the difference of the natural endowment, the industrial structure, the economic development policy and the historical and cultural foundation, there is existing obvious unbalance of Chinese regional industry economy and it is also reflected on the marine strategic emerging industry. The increasing and long-term existing difference not only hinders the reasonable and effective allocation of resources, but also leads to the low production efficiency. Therefore, to analyze and research the regional difference, production efficiency and influencing factors comprehensively, scientifically and systematically has extremely practical significance to enhance industrial competitiveness and promote the rapid and harmonious development of marine strategic emerging industry.The purpose of this dissertation is to combine the current situation of marine strategic emerging industry, from the angle of quantitative analysis to research the regional different,the change trend of production efficiency and the influencing factors. Firstly, using Theil index model to measure the overall difference of marine strategic emerging industry in coastal provinces of three economic zones from the year 2001 to year 2010; then, by Malmquist index based on DEA measuring the decomposition of production efficiency, using the coefficient of variation and convergence effect index to analyze the change trend; finally,through panel data model to test the influencing factors, concluding that the degree of influencing factors of the development of coastal provinces, so as to give some suggestions for industrial development.The research results show that marine strategic emerging industry of three economic zones is developing smoothly but still has obvious difference, the main reason is that the unbalanced development of coastal provinces; in recent ten years, the production efficiency has overall declined, but it is presented good development momentum and go through a process of changing from immature stage to mature stage; in terms of influencing factors,fixed assets investment, practitioners numbers, marine industrial structure and marine science and technology level influence the marine strategic emerging industry in different degree, the coastal provinces should take corresponding measures according to the different effect of influencing factors to ensure the marine strategic emerging industry to develop rapidly and healthfully, thus narrowing the regional difference of industrial development. |
