Study On The Mechanism And Measures Of Zhoushan’s Marine Strategic Emerging Industries

As the fourth national new district, it is Zhoushan islands’inevitable choice to vigorously develop the marine strategic emerging industries, expand the new space of the marine development and speed up the transformation of the marine economy in order to seize the competitive high ground. Aiming at exploring the development mechanism, we screen out the marine strategic emerging industries of Zhoushan empirically, analyze the development situation, and propose the development measures so as to guide the development of marine strategic emerging industries.Firstly, we analyze the development mechanism of the marine strategic emerging industries in five dimensions, which are factor endowments, technological innovation, social demand, government action, and the market mechanism, and then explore the common and characteristic laws. Then starting from the perspective of resources, industrial base, capital, we elaborate the comparative advantages and the relative disadvantages of the development of the marine strategic emerging industries of Zhoushan, analyze several marine strategic emerging industries in Zhoushan, and clarify the key issues for the further development. Then on the basis of the index system of the marine strategic emerging industries, we screen out the desalination and comprehensive utilization industry, the marine equipment manufacturing industry, the marine bio-pharmaceutical industry and marine new energy industry as the marine strategic emerging industries, demonstrate the science of the choice of Zhoushan, and evaluate the progress of the development empirically. And finally, combined with the experience of the United States, Britain, South Korea and other countries, we propose the following development strategies such as the implementation of Schumpeterian innovation by taking the lead in the industrialization and commercialization of advanced technologies, nurturing and guiding the needs of the community to stimulate the dynamics of the market and optimizing the investment and financing environment and the government’s industrial policy to effectively improve the viability of the industry.
