| China is a country of vast maritime territory, with the largest population in theworld. Developing and utilizing marine resources scientifically is an inevitable choiceto solve the problems of increasing population, scarcity of resources andenvironmental deterioration, etc. The cultivation and development of marine strategicemerging industries would be significantly important for the transformation of thepattern of economic development, by which could resolve the two bottlenecks ofresources and environment that social economic development, especially moredeveloped coastal economic, is facing nowadays in China. In the meantime, marinestrategic emerging industries would play a key role in facilitating the construction ofstrong marine country and be core content and major direction of economicdevelopment of coastal region during the “Twelfth Five-year Plan” period and even ina long term. But systematic study on strategic emerging industries in China,particularly of marine strategic emerging industries has barely been reported yet. Thusfar, some issued papers about strategic emerging industries confined to applicationanalysis, lacking in deeply theoretical analysis and systematical thoughts regardingthe features of strategic emerging industries and intrinsic properties of marineindustries.This thesis focuses on the cultivation mechanism of six marine strategicemerging industries, namely marine efficient fishery industry, ocean engineeringequipment manufacturing industry, marine biological medicine industry, seawaterutilization industry, ocean electric power industry and deep-sea oil and gas industry,based on study on fundamental theories and case analysis by the clue of “problemraising-theoretical analysis-empirical study-countermeasure study”. Specific policysuggestions are given with regard to different problems.The major results and conclusions of this thesis are as follows:(1) Basic connotation and component categories of marine industries andmarine emerging industries are deeply analyzed, comparing with the connotationcharacteristics of strategic emerging industries. Based on the above study, the marinestrategic emerging industries were defined scientifically. From the perspective of“strategy” and “emerging”, marine strategic emerging industries evaluation system isconstructed, and six industries are classified as marine strategic emerging industries inChina for now, by means of analytic hierarchy process and fuzzy comprehensiveevaluation, such as marine biological medicine industry, seawater utilization industry,and ocean electric power industry, etc.(2) Creative measures taken by different countries and regions during theprocess of cultivating and developing marine strategic emerging industries arecompared and analyzed, to draw on successful and universal experience. And theexperience during the course of marine strategic emerging industries mainly consists of strengthening policies and regulations to play the role of guide and security,founding effective investment and financing mechanism to ensure research input,facilitating university-industry cooperation to promote the commercialization ofresearch findings, committing to constructing industrial cluster to take full advantageof agglomeration effect, and emphasizing on international cooperation to mutuallymake up deficiencies.(3) The necessary elements of developing strategic emerging industries arediscussed based on their substantive characteristics, namely technological innovation,natural resources, financial support, human resources, resource supplying and productdemand, and government actions. The basic evolvement path of strategic emergingindustries is concluded, that is, advanced technology industrialization and itstransformation of traditional industries. Main focus of cultivating strategic emergingindustries is confirmed, based on which the cultivation mechanism of strategicemerging industries is constructed.(4) The six present marine strategic emerging industries in China, namelymarine efficient fishery industry, ocean engineering equipment manufacturingindustry, marine biological medicine industry, seawater utilization industry, oceanelectric power industry and deep-sea oil and gas industry, are deeply studiedseparately, regarding how to cultivate them. The developing history and currentsituation of the above six industries are stated, and bottlenecks and matters of realitythat are restricting the development of them. Corresponding improved mechanism isgiven on the basis of technological innovation, investment and financing, talentintroduction and fostering, and demand incentive etc.(5) Based on the analysis of the six present marine strategic emerging industriesin China, and to solve the general problems from the government’s point, the role thegovernment should play in the cultivating and developing process of marine strategicemerging industries and three kinds of policy measure to be taken are put forward inthis thesis. |
