Guangzhou is a city frequently influenced by a wide range of hazardous weather and climate, including severe thunderstorms, typhoons, urban hazes, and droughts. These events are huge threats to the society and some of them have caused great casualties and property losses. As a result, the public and media pay more attentions to the early warnings of these urban meteorology disasters than ever. In contrast, the emergent weather alert system currently used in Guangzhou does not meet the needs of the entire city—information is slowly released via limited channels without adopting newest technology. Experiments prove that an authoritative and timely early warning system for meteorology disasters can better protect the human lives and properties.In this study, Guangzhou’s warning system for urban meteorology disasters is investigated. An overall introduction of current warning system is given and subsequently a comprehensive analysis of the existing problems. The warning system used in Guangzhou is specifically compared with other systems used at home and abroad. According to the comparison and combining the theories of emergency management and information management with the situations of Guangzhou, the fundamental elements of meteorology warming system for Guangzhou are studied. Ideas and countermeasures for establishing a more advanced urban warning system of meteorology disasters for Guangzhou are proposed in terms of departmental structures, accuracy of forecasts, release procedures, information distribution channels, regulations and personal responsibilities etc. We aim to provide more theoretical supports to build a warning system which has complete structure, comprehensive regulations, direct delivery, smart platform, diverse channels, accurate and sharable information; more importantly, to create a warning system that responds to the weather hazards actively and makes Guangzhou a green, advanced and happy city.
