Hunan is located in the middle ofthree disaster-prone belts inChina.Because of the special geographical environment,it is a province with high incidence of freezing disasters.In 2008,a rare frozen disaster occurred in southern China,and the number of people stricken by it in Hunan reached 18.71 million,5 people died and 6.5 billion yuan was lost.The pre-warning of freezing disasters involves production,engineering,public safety,and sustainable development of society,which is a major demand for the national economy and the people's livelihood and an important guarantee for building a harmonious society.This paper intends to divide areas and take pre-warning of frozen disasters based on the remote sensing image combined with surface meteorological data from observation station and create pre-warning platform software at the same time.The main content are as follows:(1)To preprocess the remote sensing image with ENVI software,extracting the reflected wave and the radiation wave in the remote sensing image for band fusion,and to cut out the remote sensing image of Hunan Province by shp file.To read the preprocessed MODIS data with the open data processing library,that is,GDAL library..(2)The ice disaster risk assessment is divided into two modules including meteorological attributes and urban inherent attributes on the basis of the theory of natural disaster system,considering the background of natural and human environment in Hunan.The meteorological attribute is mainly studied from the danger degree,and the minimum mean square algorithm is used to extract the influence coefficient of the lowest temperature,the highest temperature and the precipitation on the natural ice.The inherent attributes of cities are mainly selected from three aspects:exposure,vulnerability and disaster resistance.Taking factors such as meteorology,buildings,population and GDP into account,14 cities and prefectures in Hunan province were evaluated in three grades of low,medium and high risk areas.Finally,combined with the assessment of ice snow area and the risk area of Hunan City,the risk zoning system of freezing disaster in Hunan Province was established.(3)A frost disaster pre-warning and forecasting system are developed on the C#platform,combined with the results of regionalization and the snow maps generated by remote sensing images.The system implements the ice storm risk pre-warning algorithm module,the original remote sensing image and the snow area processing module,and the weather data storage and display modules,check maps and current weather modules..The system organizes and manages the basic meteorological data of frozen disasters,extracts the information of reflected waves and radiation waves from remote sensing images,and maps the distribution of snow.It conducts freezing zoning and disasters efficiently and conveniently on 14 prefecture-level cities in Hunan Province.Evaluate the zoning on the basis of the pre-warning results,more effective and more targeted disaster prevention will be taken to provide decision-making basis for the defense of the government's frozen disaster planning at all levels.
