In recent years, the research on Intelligent Transportation System (ITS) gains moreand more attention. Take example by the successful experience from abroad, ITS caneffectively improve the road utilization, optimize the traffic flow, reduce the roadcongestion, curb the traffic accidents and improve the traffic situation to some extent. Themonitoring point of the traffic bayonet monitoring system is established by relying on thetoll station, the main artery of the city and the security checkpoint, which successfullyresolves the problem of vehicular crossing detection. It can not only continuously monitorthe traffic conditions of road, but also make accurate judgments for a variety of vehicleviolations.This design of the management platform for traffic bayonet monitoring system is ona basis of the B/S Model, combining with the advanced acquisition technology of frontmonitoring and the efficient transport network of the internal public security. With thepurpose of reaching WebGIS and "rich Internet applications", this design is based on thepowerful function of ArcGIS software in map processing and development, using theSQL Server and ArcSDE to build the database of platform, setting up the Map Server byArcGIS Server and Business Process Server through the industry-proven three-tier J2EEtechnology architecture and using the Flex technology to achieve the map operation in thewebsites which directly contact with users. Traffic managers can enter the platformthrough remote browser and can synthetically manage the traffic bayonet in a visual way.First, this thesis analyzes the research status and the development trends about thetraffic bayonet monitoring systems and specially introduce the overall architecture of thedesign and the research objectives.Second, the research demands on the project will beproposed and a brief presentation on the key related technology will be made at the sametime. Third, an overall design of the traffic bayonet monitoring management platform willbe put forward by proposing the design principles, design basis and the systemarchitecture etc. Fourth, the design method which includes the business data and GIS datawill be described, and the function of each module will be realized. Last, an conclusionand outlook on the subject will be made.The traffic bayonet monitoring management platform in this design has lots ofadvantages. For example, the interface is friendly, easy to operate and multifunctional.What’s more, the operation is stable and the scalability is strong. It is convenient for thetraffic managers to effectively organize the traffic issues and conduct business operations.The platform integrates GIS functions and business functions, which plays an importantrole in improving the work efficiency and combating the road crimes. It also contributesto constructing a safe, fast and efficient road environment and traffic order. In addition, the platform has guiding significance for some subsystems of ITS, such as the transportemergency command system, the vehicle guidance system and the integrated trafficinformation release system etc.
