Chongqing province, located in karst areas, southwest of China, is rich in groundwater resources and the development and utilization of underground river water resources is its main form of developing and utilizing underground water resources. Due to its special natural and geographical conditions and the impact of human activities, the karst areas of the southwest is facing a serious problem of rocky desertification, and many districts are short of water. Meanwhile, owing to lack of awareness of protecting underground water resources, a great many underground rivers have suffered various degrees of pollution. Through long-term surveying and researching, the project team has basically mastered the current distribution,the reserve and the water quality of underground rivers in Chongqing. These information provides some solid foundation for future utilizing the underground river resources more reasonably.This article summarizes and analyzes the present state of database technology, especially geospatial database technology and underground water geographical information system technology home and abroad firstly; and next it drafts the database development standards for Chongqing Underground River Database according to the characteristics of the data structure itself of Chongqing underground river; and then it designes and implements the Chongqing Underground River Database, based on the Geodatabase data model of ESRI, using the SQL Server Express 2005 database management system as the background data storage center,ArcGIS 9.3 as a platform and ArcSDE 9.3 as the database engine. Finally, under the premise of understanding modern advanced Web development techniques currently, we chose RIA technologies combined with REST framework as the solution for the development of Chongqing Underground River GIS, and then we use the ArcGIS API for Flex, based on Sample Flex Viewer template, and complete the development of this system, which achieves some functions such as layer management, Hawkeye effect, map browsing, map measurement, statistical mapping, attribute data and spatial data query and map printing.The main structure of this paper:the first chapter presents the research background and significance of the subject, and the recent status and the content of this research and technology line; the second chapter introduces the circumstances of Chongqing Underground River; the third chapter designs and implements the Chongqing Underground River Database; the fourth chapter introduces the main technology and the principles of system development applied to the development of Chongqing Underground River GIS in advance, and then comprehensively details its development process and its main functions, finally it analyses the code of serveral main functions and shows the results of system operation; the last chapter summarizes the achievements,shortcomings and future efforts of this paper.
