Nowadays, science and technology is playing an increasingly important role in the course of economic development. High-tech industries, especially software technology industry bases on exploiture and application in high technology, have become the most vigorous industries in national economy and the decisive factor of national and regional competitiveness. Aiming at perfecting the theory of software technology industry public management policy, promoting the development in software technology industry, and then driving roundly improvement of the quality of regional economic development and the conversion of economic increase mode, the thesis has studied the development of the software technology industry by comparing with Indian software industry policy.Firstly the thesis introduces the characteristics of Indian software industry policy as well as other correlative public theories and policies. The author compares domestic and international software technology industries'division methods and puts force a more objective, scientific and accurate method, which is adapted to the situation of our country.Secondly, the system of software technology industry, including the respects, such as key element, structure, effects and nature, etc. are analyzed, which offers a theoretical foundation for the development of software technology industry.
