Mr. Thomas Peters, the American well-known scholar in management said:" Theonly real resource for either enterprise or career is personnel, management is to fullydevelop the human resources (HR)so as to do the work well." Under the sharpcompetition conditions of market economy, no matter the multi-national corporationsor small & medium sized enterprises(SME), no matter the state ownedenterprises(SOE) or private owned enterprises, it is extensively recognized theimportance of personnel;the competition of personnel has become the key factor inall competitions. The HR department of the enterprises has very important effects onthe efficiency and ability in getting profits of the whole organizations, thedecision-making groups of the enterprises have actively work on the improvement ofHR management system, and HR management plays a more and more important rolein the modern enterprises.JTS Corporation, under the request of the state to change the reconnaissance &designing institutes from semi-governmental organizations to enterprises and to set upa modern enterprise system of "self-operation, assuming sole responsibility for itsprofits or losses, has become the first system-reformed enterprise in railway system,and structured its modern enterprise frame both in the forms of system andorganization. But in the HR management, the same as many other SOEs, JTSCorporation has "belittled" the HR management and HR development, and this kindof "belittling" is not in the mind;in people's mind, there has been the concept of"personnel is always the first", it is mainly reflected in the behavior, that is the HRmanagement system is not guided by the knowledge and theories of modernenterprises HR management.This paper, under the instruction of modern HR management knowledge,theories and measures, according to the real situation of the corporation, has analyzedthe main problems existing in the HR management in the aspects of master plan,recruitment, training, salary and performance examination, and brings forward thenew concept on HR management & function, countermeasures, and precept ofimplementation, including utilizing the solo linearity regressing method, uniting &experience method, in the layout estimation, and according the designing qualificationrequirement, the technical personnel has been done with prognosticating analysis, andputting forward the personnel plan and recruitment methods in the future 5 years;hasset up the study organization and training system model in the training of staff, set uptraining process and control program, put forward the key training points in the future;in the reform precept of salary, according to the career development of the structure ofstaff, has designed the new position-salary system;in the reform of performanceexamination, according to the work and characteristics of the middle-levelmanagement, function management staff, professional technical personnel,tailor-made different exam models, and sparkplug the application and feedback of theresults of exam.This paper tries, on the basis of the existing HR management of JTS Corporation,to have some innovation and improvement, to set up a HR management system thatmatches the enterprise and is to be operational, so to push the changes andconsummating of the management model of JTS Corporation.
