A learning organization is considered as a new organizational form in the 21st century and the development of human capital is a sustainable driving force for the development of a country, an organization or a human being in the economy of knowledge of the 21st century. The research of this dissertation is a study on the relationship between the learning organization and human capital. This dissertation takes the practice of learning organization as a fundamental study framework in order to discuss the impact of the learning organization practice on the development of human capital, analyzes the key factors imposed by the learning organization upon the development of human capital. Following those discussions and analyses with macro and micro perspectives, this dissertation further studies the practice form of the development of human capital in the learning organization. The above discussion of the dissertation leads to a research model of a community of practice for the learning organization to develop human capital. Taking into the account the necessity for the improvement of the current theory and practice of learning organization, the dissertation has a reflective discussion of the current theory and practice of learning organization, and points out the future perspectives for the future study. The study of the dissertation has been done in a way of the study of historical documentation and case study under the guidance of the Maxist methodology, and in an effort to establish a theory that could be accepted upon its reasoning analysis and suggests a practice that is realistic to the practical methodologies for the learning organization to develop human capital.The main discussions and conclusions of the dissertation are as follows:Chapter 1 introduces the significance of the research, the research focus, the research progress on the topic, the methodology, and the dissertation structure. It is a summary of the dissertation.Chapter 2 defines the concepts and understandings of the learning organization and human capital. The dissertation makes a theoretical framework for the relation establishment between the learning organization with the view to the standpoint, the methodologies, characteristics, progress and mechanism, and further discusses the factors which impact the practice of the learning organization for facilitating the development of the human capital.Chapter 3 has a detailed discussion and analyses on the methodologies of practice based upon a number of case studies with the writer's own experience of the development of human capital in the organization. The discussion and analyses not only leads to an understanding of the different methodologies for the learning organization to develop human capital, but also an understanding of the internal factors that effecting the practice of learning organization in developing human capital.Chapter 4 analyzes the practical form of the learning organization in the development of human capital.
