This paper mainly uses the option of theory, the game theory, the study organization theory and some mathematical tools, and the method of the available human resources investment decision to analyze the investment decision-making question which the study enterprise confronts in the human resources management, thus constructs and provides the study enterprise human resources investment decision-making model. The paper includes the following four parts:The first part has carried on the summary and the summary to the human resources and the human resources investment, and analyzed the human resources and the investment concept, the content and the characteristic, and analyzed the dodged measure to the current enterprise human resources investment risk briefly.The second part summarized the modern enterprise human resources investment decision-making and the analysis foundation, and pointed out the limitation and the insufficiency of the traditional investment decision-making method, the option method and the game theory, and in this foundation expounded the new development theory and method of the modern human resources investment decision-making -the option & game theory.The third part summarized the study organization's characters in various stages, and proposed using different methods in different stages. At the same time, the factor affecting the enterprise achievements mainly is the common prospect, the organization function, the compatibility to the environment as well as organization's study strength, and the competitiveness which is caused for sharing among competitors, so in order to obtain the most superior decision-making, the enterprise reduces the defeat probability, and integrates the five factors to the identical policy-making frame to analyze and estimate. Therefore in view of the characteristic of the reality economic life, apply mathematical tools as the stochastic process, dynamic programming, the human resources investment decision-making theory, the option & game method as well as the study organization theory to the study enterprise human resources investment management analysis.
