Plant is the operation basis for an enterprise. The conditionof plant has a direct effect on the production quality and capacity ofa business,determining its service level。The Plant management playsan important role in running a business as an important part of enterprisemanagement,The plant management information system(PMIS) is composedof person computers and etc.,can help with the collection,transfer,storage,Processing,maintenance and usage of the plant managementinformation. It is very important to study PMIS,The author hereby isto apply the Plant management theory and MIS theory into the Plantmanagement practice of Petrochina Huabei petrochemical company anddesign an overall Planning of PMIS for it. For the study of this subject,the author first dived into thesymptoms current Petrochina Huabei petrochemical company managementsystem and operation flow,found out its characteristics and inherentshortcomings,and then analyzed systemically the target and requirementsfor its Plant management information system reform;classified its plantmanagement functions;determined its Plant management Process and datatype with BusinessSystem Planning and U/C Matrix,designed the structure,function andflow stream for anew system of module design;final,discoursed upon thequestions and countermeasures in the exploitation of the new system,in light of Business Process Reengineering,analyzed the effects PMIShas on the Plant management and found the target for Petrochina Huabeipetrochemical company to restructure its Plant management business flow. As the new system design emphasizes rather on flow stream thanon function,and adopts module design,it is easy to realize and maintainand is free of the oft-occurring problems in such project,such as modulefunction over lapping,being lack of cross-process ability,week in sharedinformation and vulnerable to organization function change. The newsystem can satisfy the Plant management requirements for PetrochinaHuabei petrochemical company in knowledge economic era.
