With intensified market competition the whole industrial chain has given more andmore highlights to consumers’ demand. As a result, multi-varieties and small batchmanufacturing became more and more popular while the traditional production manner hasbeen barely used. Under the shifting of production model, small and medium-sizedmanufacturing needs to produce high quality products and be more punctuality on deliverytime, enterprises must collaborate with each other to meet the diversified and complicatedconsumer demands as well as the orders, outsourcing became universal in this industry andthe department of procurement now is of vital importance to a company. The source of theproduction process of an enterprise and the key link of quality control all lie in thepurchasing department. More special requirements orders piled up, so do the problemsdeveloped in the purchasing department. Studying more about the procurement departmenthas now become a crucial path of a company’s development.Based on a comprehensive analysis of the production characteristics of small andmedium-sized manufacturing, the procurement process was studied. We focused on theissues which have haunted businesses such as order tracking and the quality of products andwe also offer resolutions from the following threes aspects: choosing suppliers, managingof orders and quality control of procurements. Under the part of choosing suppliers asupplier assessment system with the core of quality was established, and multiple attributedecision was made using method combining analytic hierarchy process and grey relationalanalysis method. As for management of orders, a way to manage orders based on time pointwas presented. Buyers can trace orders under different catalogues using this way. When itgoes to quality control of components, we provide you a data layout with the standards andassessments of qualities in it. With this format in place, we aim to make everyone knowstruly about quality and you can find relative standards as you received orders.Finally, a supporting system for small and medium-sized manufactures to choose theirsuppliers and trace their orders was designed and developed, based on theoretical research.And it gets a practical application to verify the feasibility of the proposed method.
