The performance management (PE) is the aspect that top executives extremely care about. How competing with others validly and how capturing long-term outstanding achievements in the market, which arouse the senior managers enormous interests. Formerly the research about PE more emphasizes on the achievement appraisal. And the data of the usage also is mainly the financial aspects, which all is the evaluation of the event that took place. And they also could not clearly explain how the outstanding achievement is captured and how finance failure is caused by management behaviors. However, analyzing beforehand and process managing, which has more meaningful to the PE. By the cause-and-effect links (assumption relation), the manager can beforehand understand financial results caused by kinds of management behaviors. Therefore, from this meaning, the performance is to be forecasted and controlled. "What kind of behavior, there will be what kinds of results. " The writer emphasizes and should first analyze external environments and the abilities they own. Then the enterprise draws up a scientific and reasonable performance projects, implements those projects effectively, and will obtain the anticipant achievement. This process in the article includes strategic analysis, strategic choice, strategic establishment and strategic execution. That is to say, the strategy is a center of PE,which insures strategic to be realized. According to the above, the writer puts forward the ideas that it regards the strategy as the guideline of PE. The article first discusses strategic concepts and relation with the PE. And the implementation of PE mainly depends on the BSC. The majority of practice of overseas' companies prove that the BSC is a powerful strategic implementation tool. Therefore the author also makes a more detailed elaboration on the BSC. Certainly, enterprise' s operation ways and management processes also have the significant influence on the achievement qualities. As a result, the writer also proposes that enterprises should strengthen management of the value chain. The value chain indicates how customers' value is created step by step in the business internal, and value chain model can be good fusion with the BSC. According to the three kinds of theories (strategy, BSC, value chain), the writer submits the theory that it regards the strategy as the guideline of PE. The system is a organic integration of the three kinds of theories. Namely the meaning and the project formulation of PE mainly involve the related theories of strategic management. The implementation of projects mainly makes use of the tool of the BSC and of value chain theories. The achievement evaluation and feedback also makes use of the BSC frame system. Finally, the article enumerates the case, and explains that the theory is how to be used in practice.
