The aim of this paper is to investigate the existing problems of the performance management system of GSA company, and then to redesign the system of GSA company by using the strategy management and performance management theories.First of all, the article reviews the theories of performance management, performance management framework and common performance management tools.Second, it generally introduces GSA Company, analyses it’s outstanding issues, points out the deficiencies and improving direction of the performance management system. Following it, the article identified the objective and designing process of GSA company performance management system under the guidance of its business strategy, which establishes a conceptual model.Third, the article demonstrates how to decompose the abstract strategic objectives, making it concrete appraisal indicators and action plans by applying the balanced scorecard, strategy map and etc. In addition, it makes up to the deficiencies of the Balanced Score Card reflected in the implementation of the performance plan and completes the design of performance management indicator system by using the Analytic Hierarchy Process.Finally, the article plans the implementation of the performance management of GSA company. It raises the specific schemes of the performance evaluation, performance coaching and the application of performance results.
