Employee's actual performance is not only the reflection and result of their individual capability and hardworking but also the environmental factors such as the complexity of market and task. Without consideration of environmental factors, the evaluation can not evaluate the employee's performance exactly and justly. Besides, the evaluation can not offer scientific reference for employee's promotion, training and inspiration.Construction project management in complicated management environment is an integration of all kinds of works for numerous uncertainty and complexity will be involved in the project's lifecycle. In order to control the construction project manager's managing performance, the evaluation for the manager needs a complete index system to reflect more information.Considering the deficiency of the present construction project manager performance evaluation system, this paper tries to bring the uncontrollable factors that influence manager's performance into the present available evaluation system to improve its scientific and authenticity. First, the author expatiates the characteristics of construction project management and its manager performance evaluation system and analyzes the necessity and significance of considering the uncontrollable influential factors when evaluating the manager's performance by using questionnaires and research in actual companies. Taking the relevant theories in project risk management as reference, the author defines the project's uncontrollable influential factors, then integrating the investigation and visiting results, an evaluating index system is established, based on the foregoing work, the author creates the uncontrollable influential factors designing process for specific project. Afterward, evaluating standards for uncontrollable influential factors are given, the author discusses the selection of the evaluating executive and then uses "most unfavorable", "unfavorable", "moderate"," favorable" and "most favorable" as different levels to describe the evaluating chiastic of the factors. In the last part of the paper, the author points out the deficiencies of the present available evaluating methods based on the analysis above, then quoting the Evidence Theory, the author tries to estimate the uncontrollable influential factors and obtains the correcting coefficient. Finally, application this evaluating method in manager performance evaluation in the Yingna River Reservoir Extending Construction Project, the practical significance of this method is proved to be very distinct.In this paper, taking construction project manager's performance evaluation as an example, the author tries to explore the manager performance evaluation considering the environmental influential factors in complicated management environment. The evaluating method and standards applied could used as reference for the employee performance evaluation whose work is affected greatly by the environmental factors.
