With the continuous advance of the electricity market reform,electric power construction enterprises are facing increasingly fiercer market competition,which sets higher demands for internal management of the company.Electric power construction project is the basic business unit of electric power construction enterprises,with project manager being the core of these projects.As a result,establishing a scientific and effective performance appraisal system for project manager based on characteristics of electric power construction projects is significant for improving their performance and thus improving company competitiveness.Nevertheless,achievements of research on such an appraisal system are inadequate,and there is still much room to perfect the design of appraisal subject,appraisal indicators and their weights.This article studies the performance appraisal system of project manager in electric power enterprise on the basis of project life cycle theory according to characteristics of different phases through electric power construction projects cycle theory.Firstly,this paper takes E Electric Power Group Corporation as an example to analyze the advantages and disadvantages of performance appraisal system for project managers in today's electric power construction enterprises.Secondly,based on the disadvantages concluded above,the paper makes optimized improvements in five aspects.(1)Determine the appraisal subject.This paper refers to and improves the 360-degree performance appraisal method,sets up the main body of appraisal,including superiors,the owners,peers,subordinates and other subjects.Then,AHP is employed to figure out the weights of these five subjects in assessing project manager's performance according to the engineering practice.(2)A Based on the characteristics of the life cycle of the electric power construction project,this paper has determined the appraisal cycle in the feasibility study stage,the reconnaissance and design stage,the construction stage,the completion acceptance stage and the operation and maintenance period,and during each period,quarterly appraisal and monthly appraisal will be performed.(3)Determine appraisal indicators.After analyzing the industry characteristics of electric power construction,this paper utilizes WBS tool to decompose the work done by project manager at all stages,the results of which are used for job analysis.Finally,based on the principle of SMART,KPT method is employed to determine three primary indicators including competence,attitude and achievement,and thirteen secondary indicator including management capability,project experience,professional ethics,cost,schedule and quality.(4)Determine the weights of each indicator.This paper divides electric power construction project into three phases—decision-making stage,implementation stage and application stage.Similarly,AHP is introduced to work out the weights of the primary indicators in three phases according to the different work contents of project manager in these phases.Considering the interrelationship between the secondary indicators and the 3P model,ANP is utilized to figure out the weights of secondary indicators,increasing the accuracy of the weights.On this account,a mobile adjustment of indicators in different phases is realized.(5)Establish appropriate performance appraisal criteria.Firstly,this paper uses quantification measures to clarify the connotation of secondary indicators in order to grade the performance of project managers.What's more,basic standard should be combined with outstanding standard to create a proper performance appraisal standard with moderate pressure and stimulating motivation.Finally,this paper studies guarantee measures which help keep the performance appraisal system for project managers functioning smoothly inside electric power enterprises.The main safeguard measures include: timely and effective two-way performance communication,the supporting pay system,the perfect performance appraisal system and performance-oriented corporate culture.
