Municipal Engineering Project Manager in the project implementation process has an important position, is the core of the project management and leader, the size of its role will directly affect the project quality, duration, safety and cost, strengthen the management of project manager, is conducive to the smooth development of the project, and project manager’s performance evaluation system is an important means to complete the project evaluation. Therefore, how to scientifically and effectively manage the project manager’s performance, and to carry out the performance management of the project manager, and then to motivate and restrict, to foster the high quality engineering project manager team, is the problem we need to solve.Project Manager in the project implementation plays an important role in the process of construction, the project Department of the actual control and management, play the role of size will directly affect the project quality, schedule, safety, and cost, strengthen the management of the project manager, project is conducive to the smooth development of, and the project manager’s performance appraisal system is to fulfill the project evaluation is an important means. Therefore, how scientific and effective evaluation of the project manager performance, the project manager were performance management, improve the incentive and constraint of the project manager, cultivating high-quality project manager team, is a prominent issue of our attention.First, in the thesis, the theoretical basis of performance appraisal were systematic exposition and explanation, and the establishment of performance appraisal in the process of key indicators of performance evaluation and assessment of the three methods to be introduced, focuses on the idea and the principle of fuzzy comprehensive evaluation method and fuzzy comprehensive evaluation model and steps, and lay the foundation for the follow-up study to carry out.Based on the actuality of the defects and deficiencies that exist in Six Beijing Municipal Construction Engineering Co., Ltd. (hereinafter referred to as "Municipal six companies") current project manager performance appraisal methods. Through specific project case analysis, combined with the project implementation in the course of the project and after the end of the performance appraisal of the controversial issues, and take on the company responsible for the people, project managers, owners of units and related supplier for the proof method of the interview, finishing reflects the municipal enterprises in ten aspects of project manager performance appraisal situation of insufficient, and identify the key factors that affect the performance appraisal of project manager, project manager performance indicator system are summarized. On this basis, the system has been developed to rely on theoretical support, in the analysis of the form and connotation of performance appraisal system, at the same time, the introduction of advanced performance management theory and practice, in order to provide a theoretical framework for the construction of the performance management system, in the concrete implementation method is introduced mainly performance evaluation system based on the key performance indicators (KPI), combined with the project actual formation "KPI positioning table", and the use of fuzzy comprehensive evaluation method is studied in the paper.Finally, on the basis of above study to establish "project manager performance appraisal management approach" system, and to the Shunde New Town section of the six projects, Foshan City Shunde Biguiyuan road renovation project as an example, the project manager performance appraisal management approach application, by means of corporate authority departments responsible for the people, the project manager and project team members to conduct research to verify the the way to implement the rationality, feasibility and necessity, to establish and improve project manager performance appraisal system as the target of research. Characteristic of this paper is the method of analysis of the theory, at the same time, and find a way to effectively solve the problem, improve management level of municipal engineering project manager has an important role and improve the enterprise human resources management theory also has certain reference value.
