With the increasing attention to human resource management in enterprises,as the core module of human resource management,performance management has become one of the main research contents of enterprise management.Performance appraisal is a complicated and huge project,and it is a difficult and important task in human resource management.To build a performance appraisal system consistent with the development of the enterprise,it must be based on the full learning of performance appraisal methods and theories,the objective environment of enterprise,the job characteristics of the employees.Project management has the characteristics of complex,large amount of investment,long construction time.As the responsible persons and organizers for project implementation,the project managers' work efficiency and management level of the project manager will have a direct impact on project cost control,quality,progress etc.Therefore,how to evaluate the performance of project manager is a subject with theoretical and practical significance.Based on the "KPI assessment" and "MBO assessment",combining the implementation of the project of Zhong Jiao Engineering Construction Corporation in this paper,using the method of literature research,questionnaire survey method,key performance index method,fuzzy comprehensive evaluation and other research methods,this paper researches on the theory and technology of the project manager's performance appraisal system,innovates and optimizes of the scientific method to establish the project managers' performance appraisal system,and establishes a performance evaluation system which is different from the team performance and conforms to the characteristics of the project manager.The performance appraisal system is "systematic,comprehensive and suitable".First of all,the analysis shows some problems and shortcomings of the company project manager performance appraisal,such as the assessment indicators lack of scientificity and comprehensiveness,the performance appraisal cycle is not reasonable,the feedback mechanism of performance appraisal is imperfect.Secondly,through scientific analysis methods,such as key performance indicators method,fuzzy synthetic evaluation method,expert scoring method,this paper builds a comprehensive performance appraisal system of “performance,behavior and characteristics”,including the extraction of key performance indicators,the setting of the performance indicators index weight,the setting of the performance appraisal standard,the selection of the subject of the performance appraisal and the establishment of dynamic KPI management system.Finally,the performance appraisal management system and implementation guarantee are formulated for the performance assessment of the project manager,including the guarantee of thinking,organization,process,technology and resources etc.
