With the development of information society, information disadvantaged persons become an important social problem and cause extensive attention。At present, the number of them is numerous.The proportion of information disadvantaged persons to population is far more than half and the quantity of them has the rise tendency. They are at the inferiority position in the economy, the spirit and the political life because of the information lacking. In order to ensure a harmonious and stable development of the information society, national authorities must take measures to alleviate the information poverty of the information disadvantaged persons.Investigating and studying the cause of problem is the precondition of soving it. Information poverty which means the shortage of ability or shortage of the way to access, use and exchange is the root cause of information disadvantaged persons. Information poverty deeply effects information disadvantaged persons'condition of economic life, spirit life and democratic rights.In order to solve information disadvantaged persons'information poverty, information accessibility services are necessary. Information accessibility refers to anyone can be equal, easy, accessible way to obtain and use information under any circumstances.
