Public emergencies occur from time to time, and their impact on people’s production and life is unpredictable.Regular emergency information service in university libraries helps to prepare for emergency crises at any time, and provides good support for the smooth development of teaching and scientific research. The research on the accessibility evaluation of emergency information services in university libraries is helpful to scientifically evaluate the development status of emergency information services in university libraries, measure whether they meet the needs of users, and provide practical reference for improving the accessibility of emergency information services and benefiting users.Firstly, this paper expounds the background and significance of the research on the accessibility evaluation of emergency information services in university libraries by the method of literature research, and clarifies the concepts and connotations of emergency information services and accessibility.Secondly, based on the accessibility4 A model, this paper constructs an accessibility evaluation system for university library emergency information services from three dimensions of accessibility, acceptability and adaptability. The selection of specific indicators is combined with previous studies and the author’s investigation and summary of the specific practice of emergency information services carried out by 42 double first-class universities in the early stage of the epidemic and the more severe rebound period. On this basis, through research,KANO classification, mixed class analysis,Better-Worse satisfaction index analysis to identify different levels of demand and the priority of different levels of demand,as a basis for experts to score, using the analytic hierarchy process to determine the weight of each index. Then, based on the constructed evaluation index system, this paper designs a questionnaire and takes Wuhan as an example to investigate users’ satisfaction with the accessibility of emergency information services of university libraries. The fuzzy comprehensive evaluation analysis finds that,on the whole, the accessibility of emergency information services of university libraries in Wuhan is between "general" and "relatively satisfactory",with the highest accessibility score. The second is acceptability, and the adaptability score is the lowest, indicating that university libraries in Wuhan City relatively meet the needs of users in terms of resource supply, but need to be improved in terms of service quality, experience and service adaptability adjustment. Finally, this paper puts forward countermeasures and suggestions to strengthen the accessibility level of emergency information service in university libraries from three dimensions of availability, acceptability and adaptability respectively.
