Along with the development of computer network technology and the popularization of the Internet, OAS(Office Automatiom System) plays a more and more important role. The subject of PMOAS(Provincial Meteorological Office Automation System) is proposed by CMA(China Meteorological Administration), Anhui Meteorological Bureau puts it into practice. Guided by the demand, focus on the application; it combines the theory study and the practical work closely. Based on the .NET framework, it designs PMOAS overall structure and functional modules. The system has the characteristics as feature-rich, flexible, ease-of-use and expansibility. It had been promoted to all meteorological departments in China.In this paper, for improving the level of scientific decision-making, enhancing work efficiency, strengthening information sharing, it designs the PMAOAS, which based on the .NET platform.In this paper, research results are as follows:First, it studies the situation of OAS development and relevant technologies. Combining with the requirements of PMAOAS construction, it demonstrates the need for construction of PMAOAS and the feasibility of designing the system based on the .NET technology.Secondly, according to the characteristics of meteorological industry, it determines the design objectives and principles of PMAOAS, and proposes to explore the framework and system structure of PMAOAS based on the .NET platform. It examines the select of the technology route and softwares, as well as demonstrates the safety of the system through 3 aspects, system security, information security and data security.What's more, according to the practical application of the provincial meteorological departments, it puts forward the design idea of object-oriented workflow, and lists some of the major functional modules and methods.
