As the communication network to broadband, intelligent, comprehensive, individual-oriented direction, there is a growing concern about value-added services, which by virtue of Public Telecommunication Network resources and other communications equipment, additional communications services developed, so that the original network increase the economic benefits or functional value. SMS value-added service is the most common way. After the reorganization in 2008, the China Unicom's CDMA users switch to by the China Telecom's management, which makes service providers need to make corresponding changes to adapt to new conditions.Service provider use SMS Gateway access device to access the operator's SMS functions, they use SMS Gateway access device to access to the operator's SMS gateway equipment. SMS gateway access devices using the carrier gateway protocol to communicate with the operator's gateway, good SMS gateway access equipment can provide quality service.The goal of this paper is to design and implementation a new architecture on the basis of Repeater optimization and Web Service enhancement, set up the necessary environment for the system, and completed all the coding and debugging.In the paper, I first introduce the development of SMS value-added services and some common SMS Gateway Access Protocol, then I describe the existing SMS Gateway Access Device. On base of these introductions, I design and implement a new overall architecture of new gateway access device, also I introduce every part of the improvement and implementation ways. At last, I also introduce the specific implementation process of the new SMS gateway access device.
