Earthquake reports have not been attached any importance as it should have, since it was used to be neglected or hided deliberately by the government. However more and more investigation and conclusion in earthquake reports were made in recent years, especially after the Wenchuan Earthquake, but rarely of which was worked out in use of GOLDEN MEAN. However it is vacant in the application of GOLDEN MEAN in earthquake report, the philosophy which was adopted by Chinese people for thousands of years can solve lots of problems in the reports. The paper, herein, is trying to set out from the principle of people oriented, investigate and analyze the application of "excess is just as bad as deficiency" one theory of GOLDEN MEAN philosophy in earthquake reports to fulfill the research scale of earthquake reports which could serve earthquake relief better.The paper will use the methods such as literature researching, text analyzing, and contents analyzing to investigate the application of "excess is just as bad as deficiency" in earthquake reports. There is going to announce the meaning of"holding both extremes but adopting moderate"applying the in earthquake reports; and describe the application in all the steps of earthquake reports including interview, editing, issuing and releasing etc, and finally to analyze the opposite factors the application, and on this basis, propose some solutions: to increase application accuracy of GOLDEN MEAN by improving the traditional cultural cultivation of veteran media worker; to improve application initiative of GOLDEN MEAN by raising veteran media worker's loyalty and responsibility to social benefits; and so on.
