The new generation broadband multimedia satellite communication system, as a result of development of communication technology and network, has broad research value and social benefits. This system which is different from other traditional communication system, with onboard processing, high bandwidth, integration of a number of new technologies and so on, is a "Space and Earth integration" communication satellite system. In order to ensure this system to run independently and effectively, information be transferred safely and reliably, it is necessary to establish satellite communication network management system. But, the unique network element node and performance characteristic of this satellite communication system, and the trend of building up network between satellites have challenged the existed network technology, and become a nodus of network management system. Because of this, network management protocol and Information Collecter which adapted to this system are designed and implemented.In this paper, by analying management framework, management protocols and network management subsystem of this communication system, "space and earth integration" network model is built up. According to the needs of network management of multimedia satellite communication system and in combination with traditional network management protocol SNMP, an improved network management protocol—Sat-SNMP is designed and implemented. Comparing to SNMP, Sat-SNMP is applicable to the complex space of high error rate, large delay and limited bandwidth. Simulation shows that the design and implement of Sat-SNMP greatly reduces the amount of network resources, improves the information transmission rate, meets the needs of satellite management of low-complexity, low-demand configuration and management of authorization, and can be configured to verify the integrity of requirements.At the same time, In order to improve the efficiency of network operation center, collecting the basic parameters of network management information and the management functions are divided in this system, Information Collector is designed and implemented. And then in the simuation system, the funcation of Information Collector are tested. The results show, acting as an information exchanging bridge between NCC and Agent, Infromation Collector greatly enhances the management efficiency and the robustness of the system.
