Government Functions In The Media Industry Cluster

The formation and development of industrial cluster in media was working by the market regulation. However, the latter, is still exist lots of problems. Such as the public goods supply, the external problems, and the unreasonable structure of the product, and so on. And all those facts above need the help of the government administratively and economically. There are rules from the production of the industrial cluster in media, which urges the new cluster must meet the need of the cluster's development. Lacking of the market environment and reasonable internal cause, some local government even insisted on developing the industrial cluster in media without wondering the failure. The result turned to be the pathetic fallacy. According to the development pattern, the China's media industrial cluster is still in the elementary stage—for its small scale, poor profit, fund shortage and the sameness. Besides, the situation above also directly related with the governmental functional dislocation and disorder.Research thinking of this thesis is as follows:Firstly analyze the general theory of government and industrial cluster separately from the social function of the government in generation and development of industrial cluster, and also the embeddability of industrial cluster. Then define the type of media industry clusters, and in accordance with different types of media industry cluster of government functions were arranged accordingly. Next, cluster analysis of the media industry bottlenecks encountered in the development and pointed out that the media industry cluster in the weak and the correlation between government policies. Finally, referring to foreign Government to develop the media industry cluster based on the experience, advanced the development of China's media industry cluster of government policy proposals.This article has three main points:1. China's media industry cluster formation and development needs of government intervention.2. China's media industry cluster at an early stage of development, lack of government policies that have hindered the development of China's media industry, an important factor in the cluster.3. The Government can improve related policies to promote the media industry cluster development.
