The development gateway of a country would be the well-developed infrastructure specially the telecommunication. The telecommunication would be the foundation for the development of the information technology. Mongolia is catching up with the latest development of the telecommunication and information technologies. Recently, the capital city, Ulaanbaatar, and the provincial capitals have been connected with a high-speed fiber optic cable network. All 21 province and its 330 sums (the second level of administrative subdivision in a province) have been covered with nationwide mobile network provided by the national carriers, i.e. MobiCom, Skytel and Unitel, G-mobile. The last decade was the most technologically developed period for the Mongolian history by wiring the one and half million square meter areas with the latest revolutionary 2.5G and 3G mobile networks and reaching its services to the each corner of the country. No wonder, the Asians have been named as commencing the F (finger) generation by referring to the popular SMS services in the region. The SMS service has been really taken off in Mongolia when the Skytel Company has introduced the IS95B mobile network of LG, the SMS has became the main stream of the services used by the F generation or youth. The next carriers, Unitel and G-Mobile, have continued improving the service options and now the market is the most competitive industry in Mongolia. As the result, the rates have been lowered to 0.053USD in talking and 0.011 USD for a SMS message. The next generations of mobile services,3.5G or WCDMA, have been being introduced to the Mongolian market, and it would allow the high-speed data and media transmission. The goal of the project is to use the main mobile service, the Internet connection and SMS, to build a cost effective and reliable network for a petrol company and its petrol stations. The project design is based on CDMA 2000 1x mobile network of the Mongolian main mobile service provider, Skytel Company.
