3GPP started the LTE (Long Term Evolution) program and SAE (System Architecture Evolution) project for adapting the development of mobile communication in future and satisfying the growing requirements of data service demands. The EPS (Evolution Packet System) was defined and standardized.EPS has an open architecture, in which the MME (Mobility Management Entity) and core gateways are able to support various non-3GPP access networks. The network-layer mobility management protocols such as Dual Stack Mobile IPv6, Mobile IPv4 and Proxy Mobile IPv6 (PMIPv6) are adopted to provide the mobility of UE between different access networks in EPS.In this thesis, the Evolved Packet System is analyzed deeply, especially on the network-lay mobility management protocols of EPS. Based on the comparison of several protocols for network-lay mobility management, PMIPv6 seems to be more suitable for EPS than other protocols. Based on the above conclusion, the key technologies of PMIPv6 are researched deeply in this thesis, and the implementation is completed based on the open source software named UMIP. This implementation of PMIPv6 mainly conforms to the RFC 5213 which is the standard of PMIPv6 defined by IETF, and also supports part of extensions defined by 3GPP.A test-bed is constructed to test the PMIPv6 implementation in this thesis. The test-bed consists of core network of IP Multimedia Subsystem (IMS), IMS-based IPTV server, PMIPv6 implementation, IEEE 802.11g wireless access router and the mobile equipment which supports IMS. The attachment and detachment procedures are tested as the signaling processing functions of PMIPv6 implementation. Then the routing functions of PMIPv6 implementation are tested by running the IMS service on the test-bed. The test results demonstrate that the PMIPv6 software runs well and satisfies the requirements defined by the standards.Based on the research on route optimization of PMIPv6 and its related proposals, a multicast-based route optimization scheme in EPS is proposed, and the detailed design of the above scheme is also provided.
