Web2.0 has so decentralized, powerful interactive communication environment and the technical requirements of a zero threshold, that more and more people are involved in the network, and the network make us more closely. Previously the message move from top to bottom, and the news were controlled by minority。After Web2.0 appeared,more and more people can lead the medium (network).Network impact on public opinion should not be underestimated. Government and chief media has given more attention. The origin of these changes is from ordinary users on the network. When they used Internet the micro-content were produced, Nelson used it to define a word-line of internet. The micro-content are just word carrying the information not appropriate value.The network is gradually rising, micro-content showed a strong influence, including on public opinion formation, transmission, and effect of public opinion. Web content is becoming a source of public opinion. It promotes the public opinion's transpiration-mode from top to bottom. There may be conflicts between the micro-content and the major medium. If the problem handled improperly, it will not be conducive to building a safe a harmonious environment. Therefore, the concepts and methods public opinion control are facing an innovation, and should make adjustments accordingly. The nature of such a collision and conflict is the mainstream values and grass-roots values conflict. From the perspective of Micro-content find the methods to guide public opinion innovation.
