Constraints And Countermeasures For Development And Utilization Of The Archives Information Resources Under Network Environment

Under the rapidly changing network environment, obtaining information resources by using the network platform has become the most familiar and common way. Archives is an important part of the information resources.Development and utilization of the archives information resources under the network environment can satisfy the needs of general utilization and the trend of the times.No doubt, it also promotes new opportunities for the development of archival undertaking. Therefore, strengthening the development and utilization of the archives information resources vigorously under the network environment is an important task for archives organizations. Ever since late 90 of the 20th century, the development and utilization of the archives information resources under the network environment has made tremendous progress through a decade time.Most archives organizations have established their own network platform of development and utilization of the archives information resources.Now, it is changing and developing from quality to quantity. However, development and utilization of the archives information resources under the special network environment still has a number of problems at the present time. Therefore, this paper studied the constraints of development and utilization of the archives information resources under the network environment and proposed countermeasure according to the actual situation of China, hoping the work of development and utilization of the archive information resources under the network environment can develop smoothly and continuously in China. This paper can be divided into three parts:The first part discusses the backgrounds of this study and explained the importance of studying development and utilization of the archives information resources under the network environment. Also,achievements,problems and trends for the work of development and utilization of the archives information resources under the network environment at home and abroad were described.Learning from outstanding foreign experiences and according to the actual situation of China, this article aimed to constantly inject new vitality into the work of development and utilization of the archives information resources under the network environment, being conducive to strengthen the work of development and utilization of the archives information resources under the network environment and continuously promote the development of archival undertaking in China.The second part conducts in-depth analysis for the constraints of the development and utilization of the archives information resources under the current network environment in China. It included lack of apposite standard system and inadequate laws, lack of talented people in archives organizations, utilization of the archives information resources being not enough, collection of the archives information resources being poor and irrational structure, identification work having great practical difficulties, updating and improving not enough, and security risk issues under the network environment. Various constraints and potential negative factors in the future of the work of the development and utilization of the archives information resources under the network environment were made clear.It benefits to bring forward the approach of the resolved problem and driving healthily development of achival undertaking in China under network environment.The third part discusses the relevant practical measures for the constraints mentioned in second part. Include the standardization of development and utilization of the archives information resources as the platform under the network environmenas. Under network environment, the archives interlibrary can achieve the intensive utilization of information resources and resource sharing.Combind with actual conditions of our country and put forward countermeasures appropriate to have help to solve existing problems of the work in this stage,and help to promote archival undertaking sound and fast development in our country. Although,development and utilization work of the archival information resources still have a lot of problems under the network environment, with various technology uninterrupted growth, relevance laws and statutes ceaselessness improves and perfects, the development and utilization work will continue to strengthen and improve under network environment in the next decade, archival utilizationrs will be more convenient and faster access achival information resources by the network, the value of archives will give full play to maximum, and meet the needs of the community to raise awareness of people's archives.Archives institution can enhance the status in society, and achieve maximum social and economic benefits.
