Into the twenty-first century, information technology has been widely applied in construction in CAAC.Many different types of Information Management System are developed or introduced at the same time. And these measures greatly improve the information application environment in CAAC. However, the situation of resources use (especially energy use) in CAAC has still not advanced information management systems. So, researching and developing Management Information system for energy resources of CAAC is Very necessary while energy-saving, emission reduction and sustainable development are vigorously called for in the whole world. The current status and developing trends of the Energy Management Information System at home and abroad, the industry inside and outside, are systemic analyzed. On the basis of enough requirements, the author developed a "Energy Information Management System of civil airports." according to a large number of surveyed data. The system, related to energy management regulations of large-scale public buildings in China, first sets up an airport-based energy information management platform, and will be bring our civil airports energy usage data into a unified and efficient platform. In addition to the basic functions the system also has considerably functions added by the Airport's, It can eliminate the information acnode and cumbersome manual operation, realize "sharing of resources, efficiency doubled" and provide a powerful working tool for the airport's energy management department, either it can provide accurate data for government departments for policy-making, furthermore, for data mining and energy analysis. Finally, it can carry out energy-saving diagnosis and provide guidance to develop energy-saving implementation of programs.
