With the rapid development of China’s civil aviation industry and construction, in the current social conditions and economic conditions allow, our country is in urgent need of the construction of a number of civil airport modernization, in order to solve the contradiction with the growing air transport industry and the number of serious lack of civil airport. But at the present stage of China’s civil aviation enterprise management system, idea and management level has some defects and shortcomings, the civil airport construction difficult to achieve more scientific, efficient management. In the civil airport construction, usually in the project investment, project management is difficult, high science and technology content and risk coefficient. So how to better carry out scientific and effective management of the civil airport construction project, has become an urgent problem in China’s civil aviation sector. So we should make full use of the computer, network and database technology, through the advanced management methods, combined with the specific experience in construction projects, the development of a dedicated system of civil airport project information management to solve the above problem.The system adopts the design of object-oriented development process, the entire project implementation in the.NET platform, mainly involves the related development technology of Visual C++2010, Visual C++2010MFC, database software used nowadays mainstream Microsoft SQL Server2008R2, and the system perfect final run on Windows7platform.In order to better achieve the civil airport engineering project management level, the system of special surveys the civil aviation department’s actual situation and the management level, a detailed analysis of user requirements, the existing several project management software, based on the functional requirements of the system to be determined. Bidding management, the system includes the project plan management, project schedule management, project file collection management, tracking project quality management, project contract management and archives management and system management eight subsystems. I have the honor to participate in some of the functional module design and development work, the process will be elaborated in subsequent chapters of this paper.At present, the system after several debugging, the actual project has been successfully put into civil aviation Northeast Air Traffic Management Bureau of civil aviation airport construction. Such as difficult to maintain, unable to meet the individual needs of users related problems found during system operation. In addition, can basically achieve the expected goal. Through the use of the system, not only to achieve efficient management for project related information from the root, meet all kinds of users for information collection and processing, storage sharing and query operations, but also can realize the communication between the parties to the construction, to provide timely information accurate data for managers and decision makers, to promote the project the smooth, efficient development.
