The real assets management is one of the most important elements in day-to-day management of enterprise development. The civil airport is both money-intensive and asset-intensive enterprise, it has characteristics of task complexity and high accuracy and real-time. Therefore, the construction of effective and standard real assets management information system is indispensable. With the development and expansion of civil airport, the drawbacks of traditional half-hand real assets management are more and more obvious. This poor management model has been unable to satisfy the needs of civil aviation industry development, and there is little existing research in this area. How to use information technology to manage real assets efficiently, it is the urgent and practical problem in the current civil aviation airport daily assets management, especially for Jilin province civil aviation airport company. With the development of information management and promotion, the network technology is popularized. It can try to use computer technology for extending traditional asset management to network management model. Moreover, it can enhance the quality of airport management, and improve utilization of real assets. It can fundamentally resolve the problems in real assets management such as unupdated information, query information lag and high counting error rate.In this paper, a new mixed structure that combines B/S and C/S is developed to contruct the civil airport real assets management system, which based on Jilin province civil airports corporation as research object, starting from the actual user needs, in order to make full use of information method and network technology, integrate into the multiple airport group departments, and improve the quality of real assets management. This system is proposed with a hybrid model and design of functional modules for solving practical problems in real assets management of civil aviation airport. In addition, it is desiged and developed based on ASP.NET technology and SQL Server 2008 is used for the system database platform. The work of this paper is divided into three parts:(1) We analyze the related content of civil aviation airport management system, including the research background, the research aim and the research significance, and discuss the domestic and foreign research work, the existing problems is also put forward.(2) We analyze the user needs from the perspective of system requirements. According to the airport situation, we focus on the technical feasibility analysis, economic viability and operation analysis. We refer to the existing B/S and C/S model in real assets management, and propose a hybrid structure which combined the advantages of the two models. In addition,we explain system requirements, user roles, business process, structure design, functional requirements, system fuction module and use case and class diagram analysis throughout the whole system design process.(3) According to the above requirements analysis and design, we propose the principles of system design, operating environment, the main function of the system module design, database structure and main module of process in detail. Moreover, the test cases are given to test the system functionality and performance. The developed system is used in the work department with hybrid structure and achives good performance, it can not only meet the day-to-day needs of real assets management, and management real assets in real-time and easily, but also further improve the assets utilization. Therefore, it helps to improve the quality and efficiency of real assets management, and provides guarantee for the development of civil aviation.
