Under the background of the concept of people-centered in the central scientific of development, the Central Archives of the right of the Secretary Yang Dong Secretary in 2009, the National Archives curator of the meeting proposed the "two systems", calling on the file system to fully implement the people-oriented thinking, putting the largest number of people into the work file system, putting the construction of people as the starting point of the file and the final.
