The text has three chapters: Chapter 1 depicts the progress of takeover which the Communist Party did on the private publishing of Shanghai after the liberation of the city in 1949 and the condition of the private publishing not only before but also after the establishment of the People's Republic of China; Chapter 2 shows the policies which the Communist Party drawing up to support the private publishing in 1950 and 1951; Chapter 3 describes the rectification on the private publishing and the final formation of nationalized monopolistic system. The conclusion contains the summary of the thesis and elaborates some personal opinions and thinking. The thesis thinks the initial ambitious objective of the Communist Party is to develop the peoples'publishing affaire by making the nationalized publishing system as the core and permit the existence of private publishing conditionally. But in the period just after the establishment of the People's Republic, the nationalized publishing didn't have adequate abilities to support that plan and the private publishing, especially those of Shanghai, although having the fine basic which inherited from the Republic, they lingered on at that time because of the ravages caused by wars and needed for the help from the new government. So after the takeover and based on the consideration of the facts, the Communist Party issued some policies which aimed to support the private publishing and depended on which the private publishing of Shanghai, even the whole nation, advanced vibrantly. And the same time, the Communist Party began to establish the nationalized publishing system step by step. But this scene didn't exist for a long time, the development of the private publishing aroused the alert of the government and the confusion was criticized. With the several domestic political campaigns being carried out successively and the general line for the transition period being raised, the Communist Party also enhanced the control on the private publishing and began to remold the private system and those of Shanghai bear the brunt of it. By the remold in two links, the publishing and the circulation, the Communist Party basically held the power of the private publishing in its hand and established the nationalized monopolistic system which mainly represented by Xinhua Bookstore.
