Along with using years cumulated and environment factor effected, lots of existing buildings will be in problem of safety and usage, so reliability evaluation for old buildings becomes certain in need. At present, standard for appraiser of reliability of civil buildings divided structure into member ,sub-system and appraiser system, based on probability theory , adopting "three levels, four grade" appraising way, according to passing-force tree principle, judged the whole system's reliability, and then counted out the conclusion in all. In the conclusion, the experience played a important role, the appraising process is different from person to person, and then get different specification conclusion , so the appraising way will be improved in future.Regarding civil buildings as researchable object, the text points out the development space of civil engineering's reliability on base of domestic and overseas study data, according drawing application system thinking and science principle of MIS, the author made a analysis to the system exploited, and also made a ten-day actable research, thereby, the exploitation of the appraiser system was made sure farther in three parts of technique, economy and operation.In exploiting program, each part's function of appraising system was moduled on the base of appraiser organization structure figure, the association between system interior and external object and information managements function was depicted by working flowcharts and data stream figure, to operating data, the relationship between space problem and user's functional requirements was finished by program project thinking, after lots of think, Eventually, the software was exploited by PROTOTYPE in C++ class library, realizing evaluations automotive from specification to appraising; Then the text also have a try in evaluation method when putting fuzzy math into reliability evaluation, it gets each components' weighing coefficient of inspection items of appraiser system, sub-system and member by Ahp, after that, the result would be checked by consistency examination, finally, the system will give the level of civil reliability's degree in 3 rank fuzzy logic operations, thereby, structure's reliability was fuzzy evaluated successfully. After the following studied, the text gets some main conclusion:1. The relationship between interiors depicted by flowcharts and data stream figure is helpful for clearing system exploited thinking, teasing system affair extent, subdividing each module's function of system; The relationship between interior and exterior depicted by ER figure is helpful for clearing the relationship between user's requirement and inputting , outputting, dividing and operating all kind of data information.2. According to fuzzy math application principle and on base of original appraising basic, the weighing coefficient of each inspection item was stated by AHP, it showed the importance degree of each inspection in appraising process, and then established the reliable fuzzy evaluation model , so the conclusion of evaluation is more advisable and objective.3. PROTOTYPE was used to exploit program. The main idea is to establish a original system which could reflect user's main requirement, user could understand the outline of ulterior system after trying original system, and could suggest amending advise , the system would be improved on these suggestion , the original tried again, and then amended... , to exploit complex system, it is too difficult to finish requirement analysis at one time, PROTOTYPE could vary original system iteratively, and solicit user's requirement, perfecting application system model gradually, the system was realized finally.4. Apply the software programmed in text to analyze a project case, comparing to original appraiser way, all of these have same conclusion , it proved that the method in text must be reliable in some degree.
