With the popularization and development of Internet technology, E-journal has already become an important carrier for academic intelligence and journal issue, which is not only a significant component of tap the web resource and develop the digital library, but also is the core of national information construction. Therefore, it has very important theory significance and practical values to research web E-journal.The paper mainly studies the operating mode of editorial department and journal issuance and retrieval. By using computer and network technology to carry out an integrated Networked E-journal System platform integrated edit-review, issue, retrieval and reading for the manuscript, which fits to Journal, Newspaper and Magazine.This paper mainly does the following things based on the analyses of research status of domestic and international electronic journal:1. Proposes a scientific and complete solution for networked E-journal system platform by planning and designing of the integrated Networked E-journal System platform.2. Adopts UML modeling to analyze and design online-contribute, edit-review, issue, retrieve and other functions, and meanwhile design interface for follow-up online-publish and subscribe.3. Proposes manuscript status management control mechanism which makes the paper's management more scientific, the processing procedure more distinct and reasonable through the status control model which could legitimately distribute the papers among the roles.4. Designs and realizes the function of papers'automatic distribution through distinguishing the types of paper automatically to distribute to the experts in this field. And also proposes the resource allocation optimization algorithms of editor, which adopts the method of integrating workload and credited model to achieve a reasonable distribution for reviewers'source.The integrated processing platform for electronic journals described in this article has already used in Hebei Agricultural University. And the operation of platform raises the efficiency of editorial department, as well effectively improves the level of information management and intelligence, which receives very good results.
