The Research On The Construction Of Journal Full-text Database From The Perspective Of Economics

As an important approach of scientific research, Journal Full-text Database is greatly convenient to the exchange and use among the journals, is promoting scientific and cultural development and prosperity, and playing a significant role in social development. As a result of facing the vast and complex obsess of copyright, the database production and distribution lacks macro control, with repeated, shortage of documents and short-term construction phenomenon serious. After having experienced flourish, Chinese journal full-text database enters in a comparatively slow developing stage, and how to boost the further development of Chinese journal full-text database industry becomes an important issue of Chinese IT industry. Therefore, from the perspective of economics, this paper comprehensively and systematically analyzes the organization involved in building journal full-text database, which is of realistic significance.On the premise of analyzing the copyright in the construction of journal full-text database and copyright-using institution, referring certain correlative copyright legislations, this paper has paved a copyright foundation for the construction of journal full-text database. Then, this paper has studied the quality and function of the organization involved in the construction of journal full-text database from economics perspective and believed that because the journal full-text database has strong externalities and public-interest, it can be run with profit-making and non-profit these two different running models. On one hand, profit-making organization of journal full-text database may fully use the copyright's economic nature, undertaking producing intellectual commodities to make profit, running and launching IT-consulting service and getting profits. On the other, non-profit one can use the non-profit means to run, providing the broad services of public-interest intellectual product for the society. On this basis, this paper systematically analyzed the patterns of investment and income of these two kinds of construction organizations, and put forward the opinion that non-profit journal full-text database organization can gain the rational reward right, because the investment of non-profit journal full-text database organization belongs to public-interest trust based on the social members'identification with the concept advocated by the organization. Moreover, under the construction of profit-making journal full-text database, the government, enterprises and other social organization all can become the investing subject. Finally, this paper has proposed the strategy for constructing journal full-text database: on one hand, building the policy and legal security system of Chinese non-profit journal full-text database, reasonably using various"Open Access"resources, on the other hand, promoting journal full-text database constructed by both profit-making organization and the public institution transforming into the non-profit journal full-text database.
