This paper researches the establishment of the project for wind& sand source area control around Beijing and Tianjin county-level information management system. According to the need of county-level forestry administrative departments and questions in county-level forestry information management, the information management system is designed on GIS basis combined with existing research results which realize the comprehensive analysis of the modules through investigation on the implementation of the Beijing-Tianjin Sand Source Control Engineering, the present situation and development trend of forestry ecological construction and studies on information management system.In this study, all the functionality of the system is designed, the underlying database is also designed also; I implement the comprehensive analysis and evaluation module. In strict accordance with the business process of project implementation for data management, the Beijing-Tianjin Sand Source Control Engineering county-level management information system is designed with functions including auxiliary planning design, dynamic project management, auxiliary examination and acceptance, dynamic monitor, engineering benefit evaluation, statistics reports and system maintenance. Combined with the land desertification monitoring and prediction method, the system is designed to realize the desertification area analysis module. And in combination with the engineering quality indexes, we design and implement project implementation quality evaluation module. Likewise, we design and implement social and economic benefit evaluation module combining with the indexes of social and economic benefits. Based on GIS information management system, the county-level management information system provides an effective information platform for timely information access and decision analysis with efficient attributed data and spatial data maintenance ability, strong query function and spatial analysis function. The system provides a scientific basis for sand policies formulating, plans preparing and also timely accurate grasping of the construction progress and quality as well as the existing situation and dynamic changes of land desertification. This system has extremely vital significance to engineering construction management, land resources protection and rational utilization, desertification prevention and regional ecological environment construction promotion.
