The coming into being of the Internet is no longer than five decades before we set a vertical perspective on human history. However, we're surely amazed by the fast-development and vitality of the Internet. Also, we can say the development of the Internet is always being in proportion to the development of human culture. The Internet could also be a mirrow which reflects the high level of huma civilization to a certain degree. Many users find it difficult to find out the proper information they need when they are surfing the Internet ocean. Some of them spend so much time on it, and some of them spend too much money on it, but in vain, the imformation is neither exactly what they need nor so much valuable in their mind. Scholarly Information which is an important part of Internet imformation is also facing the same problem. The lower cost of publishing a book on the Internet can enrich the Internet, meanwhile, it can cause the information quality reduces. We can tell the reasons.The deficiency of effective management makes everyone a editor or a publisher who keep freely deliver information on the Internet.The Internet cannot form a global effective management system which is resporsible for all the information on the Internet.So, with no doubt, we can't tell the accurate information from that inaccurate one. The subsequence is, the Scholarly Information often contains inaccurate information.Today, my thesis is to present how to improve the quality of the scholarly information on the Internet by evaluating the information, sorting the information.
