Complaints is an important form of the people exercise their democratic rights according to law, the administration of state affairs, economic and cultural, social, and maintain their legal rights and interests. In order to further clear expression of masses, more deeply and widely collected intelligence, listen to public opinion, understanding of the people, concern the livelihood of the people, politics in people, ask for people, advice to people, widely heed the broad masses of the suggestion, comment and appeal, committees and governments of KeErQin proposed a project of development online petition system. Online petition system has the extremely vital significance to realize "network politics". Therefore, how to properly designed and realized the system is the key of the papers.The paper expounds the design and development process of online petition system based on B/S structure. Through the analysis of the traditional process, the online petition process is determined. It provides reference for the design and development of online petition system. Online petition system has the following characteristics:1. The application of the layering design thought.Framework of online petition system design and implementation according to the layering design thought. According to the needs of business, the online petition system overall logic structure described as two platforms, five levels, and five modules. It improved the stability, scalability and manageability of the system. The system is constructed according to the hardware, data layer, tools, function module, man-machine interactive layer, covers the process of online petition system. It realized unification of the user interface, modular of system design, and centralization of data management.2. Capabilities of analysis and decision supportDecision support module implements statistics and analysis of different letters and displays in a diagram form, can print many charts which include the statistics of complaint reporting (purpose, runoff, disputes, appeal, and other), statistics assigned by superior, the situation group petitions, the complaint reporting statistics such problems. It provides decision-making basis and real data to support, to save more time, to improve the work efficiency.3. Security design of the systemAccording to the characteristics of e-government, designed and implemented powerful logs, recorded all kinds of operation and anomaly information of the system. It was easy to follow-up audit after the discovery of problems, and provided the strict control of permissions, and distributed permissions according to the character and level, and adopted the ways of hot backup of the double machine, realized the redundancy and backup of database, ensured system sustainability.Our paper describes the research significance and goal of the system, and then analysis the requirement of system according to the present situation and the characteristics of the complaint, and designs the system structure according to the actual network topology of KeErQin district LAN and researching results of the technical feasibility. Finally, it expounds function module of the system and design and implementation of the database. Our paper includes the following parts:In the first section, we expound the research of background, intention and meaning about online petition system.In the second section, we bring forward three objectives about system construction. Subsequently, network architecture and the logical structure of system are determined.In the third section, a detailed analysis of the business of system is obtained. According to the specific procedures and features, we summarize the workflow on the basis of the main business.The fourth section, the overall design of the system is described, including the design of database, and the definition of data table structure. Five modules were designed according to the demand analysis of the system, respectively is: letters management module, comprehensive inquiry module, conduction flow module ,decision support module ,system management module.In the fifth section, it introduces the specific implementation process of each module, and analysis the main function. Currently the system is in a trial run stage. The system satisfies the requirements and accords with the actual needs of online petition work. So far, the system is running well and works properly.
