This article tries from the computer system in the field, analysis of business processes and business needs of the petition system systematic, comprehensive, scientific, and combined with the software system design thought and the design concept of the current mainstream, ultimately can achieve the objective of system design. Thus a comprehensive discussion on the realization of system requirements analysis and design and description. From the system’s overall construction and overall business needs analysis to the detailed function of specific detail, hope to be able to provide reasonable guide for the construction of the petition system, do the optimization step, the asymptotic theory of the new model.Firstly, background of the petition is discussed in this paper, according to the present problems were analyzed, and proposed the corresponding solution, solution according to abstract the system demand analysis.
