With the rapid popularization of Internet, people want to accomplish a lot of things without going.So build an E-Government Website for people is the important thing. At present the basic local governments already have their own portals web site and subordinate sub-class portal site system, which generated huge economic and social significance are obvious.In this paper, with careful analysis of the system's functional requirements to the Complaints Bureau of Shan'xi Province portal website design and implementation as a sample, demonstrating a multi-functional, high-performance J2EE-based three-tier system of government portals. In the design, presentation layer achieved by JSP technology; while the middle layer is the use of the popular Spring&Hibernate technology, through the Struts control of the interaction logic layer and presentation layer, call business logic layer, and business data returned to the presentation layer for organizational performance; data access layer is through as an ORM framework Hibernate relational database data mapping into an object, it is easy to manipulate to achieve object-oriented database. Thereby making this system from the readability, maintainability and scalability are assured. Experimental results show that all aspects of the system has reached the design requirements.
