Design And Implementation Of Online Petition Letter & Managing System Based On B/S Structure

Reform and opening up have achieved remarkable economic results,and China has become an indispensable part of the global economic market.At present,due to the social,political and economic transformation,a series of social reality contradictions have arisen.The government of our country attaches great importance to the petition work,which is also an important indicator to measure the performance of the party and government.The online petition system allows the masses to submit relevant opinions a nd suggestions to the party and the government through online channels.It can expand the communication channels between the party,the government,and the public,improve the efficiency of the petition,strengthen the close ties between the party and the government,and maintain the government's public credibility.The online petition system is part of the information-based government administration process,and it is also one of the important means to reform the administrative services,transform the functional style of government organs,and improve the administrative efficiency of the party and government organs at all levels.It has important significance for maintaining the long-term prosperity and stability of society.The design and realization of the online petition system is in line with the government's goal of "improving the petition work system" proposed by the "18th National Congress" report.With the focus on "sunshine petition",it has further promoted reform measures such as online petition reporting.On the basis of summing up the experience of petition work accumulated by the author of the paper,the paper uses UML(Unified Modeling Language)tool and application software engineering standard specification.First of all,it conducts analysis of the online petition system and analyzes the business processes and business forms of manual petition and online petition.The role use cases of each system are analyzed by using the use case diagram.Then the system design of the online petition system,including functional module design,database design and system security design;Then,based on ASP.NET and SQL Server 2000,the coding implementation of the online petition system was completed;Finally,the function and performance of the online petition system are tested,and the system is optimized and improved.The online petition system designed and developed in this paper includes multiple modules such as petition notification,petition management,query statistics,system management,and basic information management.Each module also includes multiple functions to estimate the amount of business processing of 400,000 letters and visits per year.Can fully meet the business needs of Meizhou City,is an effective network petition system.The research,development and application of the system will greatly improve the efficiency of the handling of complaints and visits in Meizhou,and become an important platform for the general public to report on the situation,express their appeals,consult policies,and put forward work opinions and suggestions.It has become an important carrier for listening to people's voices,understanding people's feelings,resolving people's concerns,gathering people's wisdom,and concentrating people's hearts,and has become an important means to test the implementation of Party committees and government decisions.It has an indelible contribution to improving the "party,government,and group" relations in meizhou and promoting the informatization of meizhou's petition and visit work in the forefront of the province.
